SYNRTECHS will support AES as both implementation partner and expert advisor for a controlled AI journey. Our role is to combine practical AI delivery with legal, governance, GRC (governance, risk and compliance), growth and value-measurement expertise, so AES can turn its knowledge, systems and agent vision into measurable business value while preserving trust and accountability.
The central implementation question is how AES can shape AI adoption so that it empowers people, strengthens institutional knowledge, preserves trust and supports the organisation's strategic aims.
Project Understanding
AES's assessment identifies important foundations for the AI Brain: Microsoft 365, Copilot, internal IT capability, active AI experimentation, business systems, an identified AI workstream and a clear ambition for a structured knowledge and agent capability.
The proposal starts from that operating reality. SYNRTECHS supports AES in translating its current momentum into a staged implementation plan that works with AES's systems, data landscape, governance requirements and commercial route.
Real Business Value from AI
The business strategy focus is to move beyond the immediate appeal of AI technology and define where AI can create measurable value and competitive advantage for AES. The AI Brain is designed to make AES's knowledge, project experience and specialist expertise easier to leverage across the group.
This includes faster proposal preparation, quicker access to approved technical and commercial knowledge, stronger reuse of institutional expertise, reduced coordination friction, and a repeatable foundation for future AI agents. The competitive advantage is not the tool alone; it is the combination of AES's specialist airport-engineering knowledge, governed retrieval, trained users, controlled agents and measurable workflow improvement.
Value is measured, not assumed: ROI is anchored in Phase 0, where current-state costs and effort — proposal drafting time, findability, rework — are baselined before anything changes. Success criteria, owners and KPI thresholds are finalised with AES at Gate 0, and each pilot is evaluated against those baselines before scale-up. The Solution section details the expected outcomes and measurement framework.
The AI Brain activates the Microsoft investment AES has already made: Copilot, Purview, SharePoint controls, Power Automate and Dataverse are configured first and carry everything they do well. On that foundation, SYNRTECHS adds the capabilities that turn an assistant into an enterprise knowledge system:
- Proposal-grade retrieval — cited, evaluated answers via the document refinery, evaluation harness and Retrieval API.
- Governed agents — the flagship agents with standing agent identity, beyond low-code utility scope.
- Control layer — the DOA engine, audit chain and model router behind the governance model in §3.
- Specialist pipelines — CAD/BIM findability for airport-engineering content.
AI Without Losing Control
AI creates value only if it improves work without weakening accountability. The proposal is therefore designed around a human-centred control model. AI can support retrieval, drafting, classification and coordination, while AES people remain responsible for the decisions, approvals, professional judgement and external commitments that must stay under human control.
Governance and risk management are built into implementation from the start: human review, Delegation of Authority (DOA)-aware approval routing, permission-aware retrieval, audit trails, AI disclosure, residency routing and pilot gates before production scale-up.
Implementation & Expert Advisory
The implementation plan is based on co-development with AES's technical and business teams. SYNRTECHS will work with AES to design, pilot, evaluate and hand over the AI Brain and priority agents, so ownership and operating knowledge develop during delivery rather than after it.
SYNRTECHS' differentiator is the combination of delivery capability and specialist advisory support. Legal, governance, GRC, data science, QA/testing, audit readiness, change management and growth advisory expertise are brought into the implementation where the work requires it, helping AES build real business value from AI while keeping risk, accountability and adoption under control.
SYNRTECHS was founded by the partners behind Alpha Advisory, a Saudi-based firm specialising in corporate governance, risk, compliance, and legal and financial advisory for public- and private-sector organisations — established to turn emerging technology into practical business solutions. The leadership team combines 25 years of legal, governance, financial, engineering and technology expertise, with delivery experience spanning NEOM, the Saudi Ministry of Finance, the Ministry of Culture, the United Nations, DLA Piper, Deloitte and EY. Governance and transformation advisory is the team's core business, and the AI Brain is delivered with that discipline built in.
The 12-month roadmap
| Phase | Focus | Timing | Included in | Gate at completion |
|---|---|---|---|---|
| P0 | Mobilise & Foundations | Weeks 1–2 | All options | G0 · week 2 |
| P1 | Knowledge Platform MVP | Weeks 2–6 | All options | G1 · week 6 |
| P2 | Proposal Writer + Trust Fabric | Weeks 4–8 | All options | G2 · week 8 |
| P3 | Agent Workforce | Weeks 8–20 | Options 2–3 | G3 · week 20 |
| P4 | Scale & Institutionalise | Months 5–12 (from Gate G3, week 20) | Option 3 | Gated per rollout wave |
Phases overlap deliberately: preparation for the next phase begins in parallel, while production scale-up is only released once the preceding gate has passed. The 12-month structure and gate sequence are fixed, with start dates and block resourcing confirmed with the AES team during mobilisation; the investment option selected in §5 sets the level of commitment against it — Options 1–3 all include Phases 0–2 and Wave 1, Option 2 adds Phase 3, and Option 3 adds Phase 4 with Waves 2–3. At Week 8 the Scale-Up Review confirms next-stage agent specifications on measured evidence. During Phase 3 the agents go live progressively in controlled workflows, each with its own scorecard — the first P3 agent pilot is live by week 14, not as a single release at Gate G3. "Trust Fabric" is the shared control layer — DOA checks, approval workflows, AI disclosure, audit trail, evaluation and model-routing rules — that every later agent reuses. Start dates and resourcing of individual blocks are confirmed with the AES team during mobilisation, depending on resource availability and requirements.
Investment
AES can choose the level of commitment now while keeping delivery gated. Three cumulative options — each builds on the previous one.
Controlled Start
Focused start with the shared foundation and one visible pilot.
- AI Brain foundation and governance baseline.
- Working Brain pilot on a priority corpus.
- Wave 1 activation for Dubai HQ and Riyadh / Jeddah.
- One priority agent pilot: Proposal & Bid Writer, unless AES substitutes another at Gate 0.
- Gated evaluation before any production scale-up.
Recommended Acceleration
Option 1 plus two additional priority agent pilots, giving AES visible progress across the three priority use cases while each remains controlled as a pilot.
- Three priority agent pilots in total: Proposal & Bid Writer, Project Coordination & Liaison, and HR Assistant.
- Shared governance, data readiness and evaluation framework reused across all three pilots.
- Pilot evidence, AES owner sign-off and run-cost review before scale-up.
Full Scope Agreement
Option 2 plus the agreed scale-up path and full operating framework, allowing AES to lock the wider commercial framework now while production scale-up remains controlled gate by gate.
- Agreed scale-up path for the three priority agents.
- Ten additional agents of mixed levels, drawn from the governed backlog.
- Trust Fabric hardening, operating model and handover framework.
- Waves 2–3 activation path for the wider office rollout.
- Continued gate controls for readiness, pilot evidence, run cost and AES owner approval.
